GovHorizon, a Portuguese strategic intelligence platform built on artificial intelligence, will support the Portuguese Space Agency's decision-making process. The platform will also track technology trends and geopolitical developments that affect national space policy. The goal: condense information and anticipate trends and scenarios more efficiently, in a sector that keeps changing.
The decision comes at a demanding moment for the space sector. The European Union is preparing its future Space Act. Public and private investment in the space economy is accelerating. The growing link between space, defense, and security is redefining strategic priorities across Europe. In this context, tracking only what's already published is no longer enough to anticipate what's next. For organizations that shape public policy, the ability to spot emerging trends, anticipate risks, and understand the impact of decisions before they take effect has become critical.
The Portuguese Space Agency implements the national space strategy and represents Portugal before the European Space Agency, the European Commission, and other international bodies. That role requires a tool built to track the sector, present and analyze published information, and assess trends and outlooks across its many variables.
GovHorizon turns large volumes of scattered information into knowledge that supports analysis and decisions. The platform cross-references EU legislation still in preparation, official documents, scientific research, specialized news, economic and geopolitical indicators, and the Agency's internal information, handled in a controlled environment under the organization's security rules. From this, it identifies early signals of change, builds forward-looking scenarios, and helps anticipate the impact of regulatory and strategic decisions.
In practice, the platform tracks legislative proposals still in preparation and flags trends that could affect the space sector. This cuts the team's monitoring workload and frees up time for analysis and strategy.
"The space sector is evolving at an unprecedented pace. This requires institutions to position themselves early, on increasingly complex matters, from European legislation to geopolitics. Working with a Portuguese platform able to read these signals earlier is an advantage for Portugal and for the national space ecosystem," said Ricardo Conde, president of the Portuguese Space Agency.
For Pedro Tavares, CEO and co-founder of GovHorizon, this collaboration shows how artificial intelligence can strengthen decision-making in organizations that operate in highly regulated, fast-changing environments. "Organizations don't need more information. They need to tell, earlier, what will actually shape their decisions. Our goal is to turn scattered information into the capacity to anticipate, so teams spend less time searching for information and more time on strategy and decisions."
The use of artificial intelligence and foresight methodologies follows an international trend. A joint report by the World Economic Forum and the OECD, *AI in Strategic Foresight: Reshaping Anticipatory Governance*, finds that these tools will play a growing role in strengthening the anticipation capacity of public and private organizations and in improving the quality of strategic decisions.
About GovHorizon
GovHorizon is a strategic intelligence and governance platform for regulated sectors, built in Portugal. Based at Startup Leiria, with an office in Lisbon at AIHub by Unicorn Factory, the platform processes more than 150,000 daily sources — legislation, news, patents, official data, and an organization's internal information — and turns them into scenarios, warning signals, and action plans. The platform is agnostic to the AI models it uses, protects data sovereignty, and ensures source traceability, with human oversight on decisions. GovHorizon was named one of the Top 10 Emerging Fintechs by the Portugal Fintech Report 2025, recognized as a Web Summit Impact Startup, and certified by AI² as a Research and Development company under the Idoneidade seal. The company is expanding into new European markets, with a focus on Belgium, France, and the Netherlands.
