From Challenge to Solution

The gap we discovered

Our founding team combined different backgrounds from strategy, innovation, and digital transformation across private and sectors. In business, we learned the power of data-driven decisions. In government, we saw a different reality—strategic planning often struggled to anticipate disruptions or adapt to rapid change.
At the same time, from a GovTech perspective, the potential to use public data for better decisions could be deeply explored.

The turning point

Working in the portuguese financial sector challenges, and also in the public side, including Portugal's flagship BUPi land registry platform and national digital justice reforms, we experienced the need firsthand: leaders in both sectors faced challenges that called for tools that could transform complex information into strategic advantage. And AI could be an advantage factor.

Building GovHorizon

We recognized that today's biggest challenges—climate change, demographic shifts, geopolitical challenges, regulatory complexity—can't be solved with reactive, siloed approaches. GovHorizon uses proven methodologies from organizations like the OECD and UN with cutting-edge technology, making strategic foresight accessible to every organization ready to lead with vision.
